The 1% rule is a theory in Internet culture that stipulates that drastically more people will observe content in a virtual community than will create/modify it. The 1% rule is also sometimes presented as the 90-9-1 rule. This version of the theory specifies that of all people visiting a given virtual community 90% will merely view the content, 9% will edit/modify it but only 1% will actually take part in creating it.
